Fluent builder for programmatically configuring a RestMixin subclass.

Subclassable, self-typed (CRTP) flavor builder. Capability mixins (e.g. FaviconMixin) extend this and add their own worker-config setters, which chain with true covariant returns alongside the inherited RestBuildersurface. For the common (non-subclassed) case use RestMixin.builder(Class) which returns the concrete RestMixin.DefaultBuilder leaf.
