Role-neutral OpenID Connect / RFC 8414 authorization-server metadata discovery.

Fetches and parses authorization-server metadata into a Juneau-native OidcMetadata record via OidcDiscoveryClient. These primitives are role-neutral and are consumed by both the REST server OAuth/OIDC modules and the MCP client-side token-acquisition layer.
