Applies targeted JsonApply annotations to a Context.Builder.

Passes the @JsonApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @Json from JsonApply.value() and registering it under the targets specified by JsonApply.on() and JsonApply.onClass().
