Applies targeted SwapApply annotations to a Context.Builder.

Passes the @SwapApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @Swap from SwapApply.value() and registering it under the targets specified by SwapApply.on() and SwapApply.onClass().
