Applies targeted SchemaApply annotations to a Context.Builder.

Passes the @SchemaApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @Schema from SchemaApply.value() and registering it under the targets specified by SchemaApply.on() and SchemaApply.onClass().
