Applies targeted ParentPropertyApply annotations to a Context.Builder.

Passes the @ParentPropertyApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @ParentProperty from ParentPropertyApply.value() and registering it under the targets specified by ParentPropertyApply.on().
