Applies targeted ExampleApply annotations to a Context.Builder.

Passes the @ExampleApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @Example from ExampleApply.value() and registering it under the targets specified by ExampleApply.on() and ExampleApply.onClass().
