Applies targeted BeanTypeApply annotations to a Context.Builder.

Passes the @BeanTypeApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @BeanType from BeanTypeApply.value() and registering it under the targets specified by BeanTypeApply.on() and BeanTypeApply.onClass().
