Applies targeted BeanPropApply annotations to a Context.Builder.

Passes the @BeanPropApply annotation through to the builder's annotation list. The AnnotationProvider.Builder#addRuntimeAnnotations(java.util.List) method handles unwrapping the nested @BeanProp from BeanPropApply.value() and registering it under the targets specified by BeanPropApply.on() and BeanPropApply.onClass().
